PLENARY 1	Localising the SDGs in Asian Cities: Connecting Policy with Implementation
Overview: This plenary sets out to define what it means to localise the SDGs in Asian cities, where it is critical to link national policies and local implementation. The plenary will showcase city initiatives incorporating the SDGs into development plans – some using multi-stakeholder collaboration and active public involvement. Discussion Points: National governments are currently in the process of integrating the SDGs into long-term national plans and policies, while at the sub-national level, the default stance of cities is to await instructions from the top. What could cities do to better respond to the ‘top-down’ approach? How could cities also initiate ‘bottom-up’ approaches to realising the SDGs? When it comes to localising SDGs, how do cities address the trade-offs and balances among the three dimensions of sustainability – economic, social and the environment? In what new ways could cities experiment with implementing public participation and partnerships with non-government stakeholders? And how can development partners and supporting organisations help?

PLENARY 2	Public-Private Partnerships and SDGs: Going Beyond Corporate Social Responsibility
Overview: This plenary explores how public-private partnerships can be enhanced beyond CSR. While many MNCs adopt CSR approaches, the agenda space for SMEs and social enterprises is less defined and more open to experimentation. The plenary will highlight cities and businesses who have engaged successfully together in pursuit of sustainable development. Discussion Points: What policies and strategies (especially those that depend on non-regulatory mechanisms) could cities pursue to encourage social entrepreneurship and public-private partnerships to realise the SDGs? Which SDGs are the most amenable to be implemented in partnership with SMEs and social entrepreneurs? How do cities in Asia interpret CSR and conduct public-private partnerships? Are there differences in implementation if compared contexts outside of Asia?
