Yuzo Yagai

Yuzo Yagai is currently Executive Director to the Environment Bureau, City of Kitakyushu. Prior to this he was a member of the ministry of the Environment, Government of Japan, where he had engaged in 3Rs (Reduce, Reuse, Recycling), local climate change countermeasures and other environmental policies. He completed his Master`s degrees in International Environmental Law at George Washington University.

Haris Anwar Syafrudie

Dr. Haris Anwar Syafrudie is working as lecturer and researcher in State University of Malang, Indonesia.

In 2002-2004 he helped develop and implement the program on population and  environment education project at Directorate General of Primary And Secondary Education Department of Education and Culture, together with scouting agencies and the environment ministry.

Phan Thi Hien

Ms. Phan Thi Hien is currently Special Advisor to the  Danang City Department of Natural resources and the Environment.

Prior to this she was a Fellow with the Department of Ecological Sciences, University of Danang, where she conducted master research on Biology Index. Her previous professional experience includes environmental management, environmental monitoring, public communication, and environment report development. 

Atty. Zuleika T. Lopez

Atty. Zuleika T. Lopez is the current City Administrator of the City Government of Davao in the Philippines.

Prior to this, she was Department Manager with the Philippine Deposit Insurance Corporation, and Graft Investigation and Prosecution Officer with the Office of the Ombudsman.

She finished her Bachelor of Laws at the San Beda College of Law in 2002 and is a member of the Philippine Bar. Her key expertise is in the field of local governance and public administration and legal concepts and procedures.

Josef Elvin

Mr. Josef Elvin Campos is working under the Project Evaluation Section of the City Planning and Development Department, City Government of Calapan while also performing as the Executive Assistant of the City Mayor for Planning and Administration.

He is a graduate of Social Science major in Area Studies at the University of the Philippines and is currently completing his Masters’ Degree in Governance and Development Management. He started his career in public service on 2013. While completing his Masters’ Degree, he started his Baccalaureate Degree in Law. 

Wilfredo G. Landicho

Wilfredo G. Landicho is currently the City Environment and Natural Resources Officer at the City Environment and Natural Resources Department and also act as Officer-In-Charge of the Fisheries Management Office of the City Government of Calapan.

Prior to this, Mr. Landicho was an environmental management researcher at the Department of Environment and Natural Resources Low Income Upland Communities Project (DENR-LIUCP), a special project funded by Asian Development Bank (ADB) that caters the rehabilitation of critical watersheds of Mindoro Provinces, Philippines.

Amormio Carmelo Joselito S. Benter

Amormio Carmelo Joselito S. Benter is currently working as the Executive Officer for Planning Department at the City Government of Calapan, Province of Oriental Mindoro, Philippines. He is also managing the cooperatives, trade and industry services of the city government that would make Calapan City the premier center of investments and agro-industry in its region. He has been working at the said government institution for more than 21 years now.

Redentor A.Reyes, JR

REDENTOR A. REYES, JR. is currently employed at the City Government of Calapan as City Government Department Head – City Housing and Urban Settlements Officer and designated as the Zoning Administrator, Quality Management Representative to ISO 9001:2008 and Program Manager for Infrastructure Development.

He also graduated with a Master of Public Management in Ateneo School of Government.

Arnan C. Panaligan

Mayor Arnan C. Panaligan is referred to as a City Builder since he is one of the founders of Calapan City in 1998. 

He was elected as the first City Mayor of Calapan after it was converted into a city in 1998.  As mayor, he steered the growth and development of the young city by promoting investments, improving the city’s infrastructure and upgrading the delivery of social services.
